Matthew Bullock serves as the County’s Director of Human Resources & Risk Management. Bullock has a Master's degree in Public Administration, is a resident of Lopez Island, and holds over 20 years of human resources leadership and experience. He was formerly a Labor Relations Manager for the Port of Seattle where he oversaw complex labor relations and HR initiatives, advised Port Commissioners and senior leadership on a wide range of employee issue. He has extensive experience in collective bargaining, personnel management, and supporting organizational change through effective workforce planning and employee engagement strategies.
The Director of Human Resources & Risk Management is responsible for the full scope of the County’s human resources and risk management programs. The Director administers the recruitment and employee selection processes, benefits, wages and job classification plans, and training services. In addition, the position oversees personnel records management, labor relations and problem resolution processes, and collective bargaining agreements.
