Accessory Dwelling Units

The 2024 ADU lottery will open January 2nd. The number of lottery slots available will be 7 for new construction and 1 for conversion.


San Juan County Department of Community Development (DCD) is now accepting eligibility applications for detached ADU permits proposed outside of urban growth areas and activity centers. ADU eligibility applications must be received no later than 4:30 pm February 13, 2024. In 2024, 7 eligibility slots are allowed for the construction of new ADUs and 1 is available for the conversion of an existing accessory structure, legally in existence for five years. DCD will hold a lottery if the number of eligibility applications exceeds the number of ADUs allowed in 2024.

DCD’s ADU eligibility application form must be completed and submitted to DCD along with the fee of $245. This form is available online through the online permit center at sanjuanco.com/opc or the application link below or at 135 Rhone St, Friday Harbor. DCD will review the submitted information for accuracy and for compliance with the ADU requirements. Online payment will not be available and checks will not be cashed until this is complete.   

Complete applications including the fee must be received by DCD submitted timely online, in the drop-box at the Courthouse, or by mail to P.O. Box 947, Friday Harbor, WA 98250 by 4:30 pm on February 13th, 2022.

If needed, a lottery will take place on February 28, 2024, at 11:30 am, at the front counter in the DCD office at 135 Rhone St, Friday Harbor, WA. Applications received after the February 13th deadline are ineligible for the lottery but will be added to a waitlist.

ADUs, commonly called guest houses, are defined in the San Juan County Code as: a living area that is accessory to the principal residence, located on the same lot, and that provides for sleeping quarters, kitchen, and sanitation facilities. An ADU may be internal, attached or detached. 

Vacation Rental of an ADU
 
SJCC 18.40.270, "Vacation rental of residences or ADUs" says: "Detached accessory dwelling units established under SJCC 18.40.240 cannot be separately leased or rented for less than 30 days."  Detached ADUs constructed after June 29, 2007 cannot be used for vacation rentals.  (Ord. 7-2006 amended by Ord. 12-2007)
